Port Ellen redevelopment marks first for SCAPE Scotland’s utilities framework
A £87m redevelopment project, providing significant upgrades to the Port Ellen Ferry Terminal in Isle of Islay, is being delivered in partnership with SCAPE Scotland and its framework delivery partner, McLaughlin & Harvey.
Caledonian Maritime Assets Ltd (CMAL) procured the project through the SCAPE Scotland Utilities Works and Services framework, enabling them to benefit from an accelerated route to market and contractor expertise.
The Port Ellen Ferry Terminal development project will modernise and expand the current infrastructure improving ferry operations for passengers, business and staff. The project also supports one of the central aims of the Scottish Government’s Infrastructure Investment Plan for Scotland.
The redevelopment is one of the first major infrastructure projects to reach delivery agreement through our utilities framework. Making use of our early contractor engagement model, McLaughlin & Harvey were able to work alongside CMAL and their design team to develop an effective project solution, overcome affordability challenges and develop an efficient programme for the delivery of the project.

The redevelopment of the Port Ellen Ferry Terminal will include:
- Land reclamation works to create improved traffic management routes and laydown areas for cars and commercial vehicles
- A new dedicated ferry berth to accommodate existing vessels and maximise the capacity of two new ferries
- Sustainable transport measures, including electric vehicle charging bays and bicycle facilities
- A larger ferry terminal building designed to improve passenger experience and operational resilience
Throughout the project, SCAPE Scotland, McLaughlin & Harvey and CMAL will work collaboratively together to ensure that the project outcomes are delivered successfully and that community benefits remain central to its success.
We are delighted to be involved in the redevelopment of Port Ellen with Caledonian Martine Assets, through the SCAPE Scotland Utilities Works and Services Framework. This project will provide a real benefit to the local community and businesses and the opportunity to provide lasting economic and social value to Islay.
